The development of China’s social and economic bring the new requirement ofhigher vocational education, and the key what play an important role in decide thedevelopment of vocational education is the training system reasonable or not." Dualsystem " is the representative system of the German vocational education, it has beenproven very successful by history,"2+1" system has widely used in China currently.This study is to compare these two systems, in order to find the successfulexperience of German " dual system ", make a summary about the shortage of“2+1”system, explore some effective reform measures to help “2+1”system get thefurther development. The article is divided into five parts.The first part, mainly on the background of the study, the purpose of the study,the significance and current research of the study,the research methods,research andinnovation. The second part make a clear line of concept and the developmentprocess and the characteristics in the " Dual system " and "2+1" system, it is verygood for us to get a clear understanding of these two systems. The third part makethe comparative between " dual system " and "2+1" mode from five aspects such associal environment, instructional system design, faculty, implementation, securitysystem, find the similarities and differences. The fourth part, based on the third partof the comparison, the comparison of " dual system " and found our "2+1" modeldevelopment philosophy behind the existence of the lack of a good socialenvironment support, teaching organizational blind, system design is unreasonable,teachers institutional backward, weak teachers, implementing a single path, lack ofeffective cooperation mechanism, improper management system, security system isimperfect five issues for these five questions, refer to the " dual system ", presentedupdated educational concepts, optimization "2+1" social environment, focusing onprofessional competence, building science teaching system, teacher trainingfeatures, the formation of vocational teachers, school-enterprise cooperationmechanism to build rich implementation path, build healthy management system, improve the security system upgrade five countermeasures. The fifth party is thesummarize of this study and presented a follow-up study of expectations.
