Through discriminating function and action, function and action of test to makeclear connotation, relationship between function and action of CEE (College EntranceExamination), and the entrance point of this research. First, centering on subjectsetting of CEE and CEE reformation which bases on Certificate of EducationExamination to card the development history of formation, evolution of CEE.Andthen unscramble CEE’s function from the perspective of discussing relationshipbetween CEE and colleges and universities students’ selection, implementation ofsecondary school’s quality education, and autonomy running of colleges anduniversities. Next explore action of CEE’s structure which formed “arts sciencebipartite texture”,“Certificate of Education Examination+CEE” and “3+X” threedifferent modes. Finally stress on discussion of circumstances of eduction, politics,economics and social class’s influence on CEE.The study suggests that there is a feature of CEE’S reformation, that is highereducation’s dominant leading to CEE’s reformation convert to primary education’s.When social environments ask for CEE to select students for colleges, CEE has a roleto assigning social quality resources. The role of CEE assigning social qualityresources runs through the entire educational activities, which is the key to clear thefunction and action of CEE on the field of education. With the higher educationchange from elite phase to popular phase, the function of CEE selecting students forcolleges is questioned, however, social quality resources and higher educationresources is co-ordinated, and the role of CEE assigning social quality resources isbecoming more and more prominent, which makes selecting students for collegesbeing CEE’s feasible function as ever and has a negative action on secondaryeducation and the autonomy of higher education institutions, but contribution toimplementation of secondary school’s quality education and to running autonomy ofhigher education institutions is not CEE’s reasonable function. The role of CEEassigning social quality resources is indeed primary cause of CEE’s negative actions,but the reasons why there are also some negative actions of CEE are the unperfectnessof CEE’s structure and lack of external benign environmental conditions.In order tofulfil CEE’s function and solve CEE’s negative actions, on the one hand, make clearCEE’s function and improve CEE’s structure, on the other hand, create a healthy external surroundings for CEE.The environment of high school education and higheducation is the direct source of CEE; politics plays a key role in creating, abolishingand recovering CEE before the reform and opening-up, and it still occupies adominant positon today; while economy shows its basic function and significance toCEE progressively after the reform and opening-up; social stratification and socialmobility causes CEE to perform social role. However, overall, the current socialenvironment is not conducive to fulfill CEE’s function and make benign actions.
