University as an important R&D subject in regional innovation system of China, it willbe the key to the success of the innovation systems whether the university R&D activities canform a good knowledge spillover and transfer mechanism in regional innovation system.Based on the university R&D activities and the geographical spatial effect of knowledgespillover, considering the characteristics of different R&D expenditures, I measure its R&Dactivities on the influence of hi-tech industry innovation output and spillover effects.Theconclusion is: the university application and basic R&D activities produced a significantlypositive spillover effect on the hi-tech industry innovation output, and the test anddevelopment research activity has little significant spillover effects. In addition, althoughresearch institutes put more R&D expenditures than university, but it has little significant onregional hi-tech industry knowledge spillover effect.This paper discusses the mechanism of the influence of the R&D of university onhigh-tech industrial innovation output.There are two channel for the influence of universityR&D influence high technology industry innovation output: one is no purpose knowledge flowand the other is knowledge flow with a purpose.And the main model of the influence ofuniversity R&D on high-techn industry innovation output: project joint development, createthe entity model and training talents together.Regarding university R&D activities as main object, based on the geographical spatialeffect of knowledge spillover, considering the characteristic of different spending on researchand development institutions, the empirical description of spatial unbalance of R&D activitiesin colleges and universities, measure its R&D activities on the influence of high-tech industryinnovation output and spillover effect, and studies how the spillover effect with the geographicdistance attenuation.Conclusion of the paper will be beneficial to build research anddevelopment in colleges and universities, spatial knowledge spillover and high-tech industrytechnology progress, the empirical framework will help the government formulatecorresponding policies to promote the knowledge spillover effects of R&D activity, promotethe high-tech industry with its absorption ability to make better use of the R&D spillover,eventually to promote the construction of the regional innovation system.
