Facing the complicated economic situation and increasingly fierce international competition,we should pay attention to scientific and technological innovation and change the development model,which has become the only way for China to achieve high-quality development.High-tech industry knowledge and technology intensity,is the core area of technological innovation,its technical level and innovation ability is closely related to the country's overall innovation strategy.Therefore,it is of great practical significance to measure the innovation efficiency effectively.However,the existing research is mostly based on the decision-making unit's technical homogeneity assumption in the measurement of efficiency,which is obviously contrary to the great differences in the basic conditions,management level and technical capability of hightech industries in China,if the regional heterogeneity of such industrial development is not taken into account.The efficiency measurement results and the conclusion stoic sitter will produce a serious deviation from the reality.Based on this,the author combines the different characteristics of regional development,and makes a detailed study on the innovation efficiency of high-tech industries in China and other regions,with a view to providing benefits for improving the development of industry and enhancing national innovation ability.First of all,the author comprehensively combs the relevant theories and literature of innovation efficiency of high-tech industry,and on this basis clearly defines the corresponding concepts of high-tech industry,technological innovation and innovation efficiency.Secondly,with the help of policy data and statistics,the development of China's high-tech industry is clarified,and the operating status of China's high-tech industry in recent years is described from four angles: overall scale,industry pattern,spatial distribution and input and output.Third,select the relevant input and output indicators,through the construction of a common front-line DEA model for the 2012-2017 china and the high-tech industry innovation efficiency of empirical analysis,including the common innovation efficiency(MIE)based on the difference analysis,based on the technology gap ratio(TGR)analysis,and the decomposition of efficiency loss.Finally,with the use of Tobit regression model,several variables are selected from the two dimensions of internal management level and external innovation environment,and the influence factors of innovation efficiency are analyzed.Through the above-mentioned research,the conclusions of this paper are summarized as follows:(1)The current situation analysis shows that China's high-tech industry now has a certain scale,and the overall development momentum is good,but there are also many problems,highlighted in two aspects,one is the regional and industrial development of serious imbalance,and the other is that the strength of the RD and advanced countries still have a big gap.(2)The overall innovation efficiency of China's high-tech industry is slowly rising,and there is still a lot of room for improvement in absolute level.Specifically,the east has been firmly at the forefront of the country,but the internal provinces are divided,the central and western regions are improving rapidly,gradually narrowing the gap between the east,and the north-east is far lower than in other regions.(3)The analysis of the technology gap shows that the regional technical levels are from high to low: east(0.9247),west(0.8030),central(0.7624)and northeast(0.5674),the contrast pattern and efficiency comparison is similar,reflecting the close relationship between technical level and innovation efficiency.(4)Inefficiency decomposition shows that the efficiency loss in the eastern region mainly comes from internal management,the efficiency loss in the central and western regions is affected by the dual influence of management and technical level,while the efficiency loss in the northeast region is due to the huge gap between its technical level and other regions.(5)The analysis of influencing factors shows that the economic strength and economic atmosphere in the innovation environmental factors have a significant positive effect on the improvement of innovation efficiency in hightech industries,and the government support and market competition factors are also positively related to innovation efficiency,but their effect is not significant;The property right structure plays a negative role in the innovation efficiency,but the effect is not significant.In view of the above conclusions,the author puts forward the following three suggestions:(1)Face up to regional differences,and implement precise measures according to local conditions;(2)Change the government's positioning and give play to the role of enterprises;(3)Increase investment in research and development,and promote the combination of production,education,and research.
