Innovation is a catalyst for economic development and a source of power for national progress.To realize the construction of an innovative country,it is necessary to constantly enhance the regional innovation capability.As an important member of China's regional innovation system,colleges and universities are not only a source of power for talent training and knowledge innovation,but also an important driving force for regional economic development.At the same time,colleges and universities,as the core knowledge creation institutions,can promote enterprise innovation and the growth of emerging enterprises from the microscopic perspective through the knowledge spillover effect in R&D activities,and can promote industry development and industrial agglomeration from the Mesoscopic perspective,and ultimately achieve macro-level regional innovation power enhanced.However,the current spatial distribution of R&D in Chinese universities is not balanced,and the knowledge spillover effects of R&D universities and non-R&D universities may also differ.Under this background,by constructing the theoretical mechanism of university R&D knowledge spillover effect affecting regional innovation capability,and based on the provincial panel data from 2007 to 2017,the impact of university R&D knowledge spillover effect on regional innovation capability was investigated.The empirical results show that: first of all,whether it is the R&D expenses of colleges and universities or the investment of R&D personnel,the knowledge spillover effect generated will help to improve the regional innovation capability.Even if the spatial error structure model is used to consider the spatial correlation of the spillover effect,the knowledge spillover effect of university R&D investment still exists to enhance the regional innovation capability.Secondly,this paper finds that the knowledge spillover effect of R&D in universities in the eastern region has a higher effect on improving regional innovation capacity than in the central region,but the western region has no significant effect.The R&D expenditure investment of research universities and the knowledge spillover effect of R&D personnel have a positive effect on the improvement of regional innovation capabilities,while the non-research universities only have the knowledge spillover effect of R&D costs to enhance regional innovation capabilities.Finally,the knowledge spillover effect of university research and development can promote the improvement of regional innovation capabilities through human capital,physical capital and technological innovation.The research in this paper further expands the research in the fields related touniversity R&D and regional innovation capabilities.By clarifying the theoretical mechanism between university R&D knowledge spillover effects and regional innovation capabilities,it lays the foundation for subsequent related research.In addition,this paper hopes to find out the real logic behind the regional innovation of Chinese universities' research and development through the combination of empirical and theoretical analysis,in order to provide support and basis for the reasonable allocation of university's research and development resources in our country and maximize the promotion of R&D activities.The research in this paper is of great practical significance for enhancing China's independent research and development capabilities,enhancing comprehensive innovation capabilities,improving China's regional innovation system,accelerating the construction of China's innovative country,and enhancing China's overall strength on the international stage.
