Young Teachers are an important force of teachers,which means the future of thedevelopment of a school and the level of their teaching ability is directly related to thelevel of the school’s teaching quality. For young ideological and political courseteachers, their main task is moral education at school, and they play an important rolein establishing a correct political orientation, cultivating good moral character,andgradually forming a correct outlook on life and values.What are the elements of theirteaching ability? What about their teaching ability? What are the problems anddifficulties they encountered in the process of the development of their teachingability and how to solve them? To solve these problems, this paper used qualitativeresearch methods to interview12teachers and18students, and conducted aqualitative analysis of the30interview texts with the help of Nvivo9.2software.The result shows that the development of ideological and political courseteachers’ teaching ability includes three dimensions:the content,the restrict elementsand the effective measures.The content includes general ability(the ability to integrateteaching material,the ability to put teaching into effect, the ability to do research andthe ability to innovate)and academic ability(the ability to implement ideological andpolitical education). And as far as students are concerned, they pointed that youngideological and political course teachers’ poor teaching ability is reflectedsuccessively by the ability to innovate(77.78%),the ability to put teaching into effect(72.22%), the ability to integrate teaching material(61.11%),the ability to doresearch(38.89%)and the ability to implement ideological and political education(33.33%).This paper pointed out that the current development of young ideological andpolitical course teachers’ teaching ability is effected by non-teachers’ personal factors(government, teachers’ continued educational institutions and school) and teachers ’personal factors.For the former,there are problems such as imperfect educationpolicies made by government,and inadequate investment in education;the poor qualityof trainers in teachers’ continued educational institutions,the singularity of training ways and the poor pertinency of training content;unreasonable evaluation andmanagement system at school,and so on. And for the latter, there is the problem ofyoung ideological and political course teachers ’ lack of enthusiasm of personaldevelopment.The paper also proposed measures against the constraints:the government shouldincrease investment in education and make reasonable policies;continued educationalinstitutions should continue to reform continued education and improve training effect;schools should reform management system and evaluation system;and youngideological and political course teachers should enhance initiative developmentwishes to enhance their internal motivation to develop teaching ability.
