As one of the most important factors in the internationalization of the productionprocess, the high-level faculty, In particular, the importance of the construction of thehigh-level personnel in the international competition will be continuously enhanced and playsan increasingly important role in the process of national economic and social development.Higher education as a key link that plays a vital role in the national economic and socialdevelopment process, the talent person in university, especially the high-level personnelmanagement and construction, could decide the comprehensive strength of a college,influence at home and abroad, personnel training quality and the level of scientific andacademic. In abroad collage, government and management attach importance to high-levelfaculty management. As a education province, Shaanxi has an abundant of universityresources, but because lack of money, attraction and the unreasonable of high-level facultymanagement, how to construction a high level faculty and advanced system of talentintroduction and management has been the important work of Shaanxi’s universities.The research use the way of literature survey define the definition,feature and connotationof high-level faculty management in the universities in the first, and research the currentsituation of high-level faculty management in the China’s universities, by the research wefound that the situation of high-level faculty management in the universities embodied theeffective involvement of government forces, the implementation of the TeachersEmployment, Strict appraisal and reward system and attention to the cultivation ofhigh-level personnel very much.On the basis of analyzing the concept of high-level personnel of Universities anduniversities of high-level personnel management status,the study research Shaanxi’s collegesand universities on the current high-level personnel management problems and their causesthrough questionnaires, Study found that in process of high-level faculty management in theShaanxi’s universities, there is the problem of total lack, structure is irrational and flow oftalent is unreasonable. We research the reason of these problems, universities lack thestrength and core competitiveness, inadequate funding for construction and managementsystem and policy rigidities. At last, This study learn the advanced experience, on the base of specific analysis andresearch to the problems, to these problems and the reasons, this research propose thesuggestion from the perspective of management environmental, incentive system andmanagement system. This study suggests that only by this way, the overall level ofhigh-level faculty management of Shaanxi’s universities would have an effective enhance.
