As early as 100 years ago, Marx pointed out:the highest goal of social development is people's all-round development. This view is highly consistent with the meaning of the contemporary sustainable development strategy which included the development of the economy, resources, environment, society and the people, finally ended in people's all-round development. Thus the key of sustainable development strategy is that people have the capacity of sustainable development. However the domestic study of sustainable development is still focus on the "matter" side, but not on the main side of "person" sustainability. So to establish the talents, especially the high-level talents is the concept of first resource to stimulate the development of economy and society and explore the effective way for high-level talents' sustainable development which should be changed the old concept from "the matter" to the new idea "the people", it has important practical significance from natural and capital resources-based economy era to new talents economy era. This paper will choose Heilongjiang province as an example and deeply study in high-level human resources' sustainable development which will be extracted from the whole sustainable development system and seen it as an independent subsystem to run.Based on the analysis of relevant research results at home and abroad, supported by human resource development as theoretical support, combined with qualitative analysis and mathematical statistics methods, this paper makes a proposal of building a high-level support system for sustainable development of human resources through the analysis of high-level human resources in Heilongjiang Province and its influence factors in sustainable development. At the same time, in combination with the practice of Heilongjiang province, this paper also proposes supporting measures for sustainable development of high-level talents. Both of the aims are the ways to provide the theoretical basis and decision-making reference to sustainable development of Heilongjiang high-level human resources, and they will be the talent guarantee for economic development and revitalization of old industrial base.First of all, this paper based on practical investigations and relevant researches analysis and analyzes the status and problems on high-level human resources in Heilongjiang province. The problems are mainly in the follow aspects:low density of high-level talents, irrational structure of high-level talents, difficulties in the introduction of high-level talents, the loss of high-level talents, insufficiently education investment in high-level talents training and so on. Secondly, this paper innovatively used PEST analysis method in strategic management to make a qualitative analysis on the impact of constraints of high-level human resources in Heilongjiang province in order to find a breakthrough to overcome these problems. Thirdly, this paper will provide a broader perspective and a new insight about the promotion of the sustainable development of high-level human resources in Heilongjiang province through the study and comparative analysis between the United States, Singapore, India and domestic areas that are in different stages of high-level personnel development. Finally, this paper will take the "educate talents", "attract talents" and "stabilize talents" as the core to rebuild a high-level human resources' support system which is mainly including policy support, investment, personnel allocation, education and training, talent evaluation and so on. Meanwhile, this paper will provide environmental and mechanical guarantee for sustainable development of optimizing talent environment, consummating flexible introduction mechanism, establishing education system and creating use and management mechanism.In short, this paper examines the high-level human resources from the perspective of sustainable development, integrates sustainable development of the high-level human resources and the macro-economic development, and provides a new perspective to realize the whole development of economy, resource, environment, society and people.
