The research of colleges and universities teacher's Human Resource Management Pattern has very practical significance. In empirical analysis's foundation, this article has constructed the university teacher human resources management innovation pattern and under such pattern frame, we conducted the innovation researc about the university teacher's resources dynamic disposition, the dual incentive mechanism and the multi-dimensional achievements inspection hash.Firstly, the paper proposed the construction method of university teacher's human resources management innovation pattern's. Secondly, we analysised the situation of the university teacher human resources' and construction mechanism of the management innovation pattern's. In view the insufficiency of the university teacher human's resources management tradition pattern's, through the empirical analysis we study the human resources management pattern's structure module to the university achievements' influence and design the university teacher human's resources management innovation pattern what is based on resources dynamic disposition and union dual incentive mechanism and multi-dimensional achievements inspection innovation pattern.In the empirical analysis, this study proposed modular structure of the dimensions measureing through analysising confirmatory factor and make relations path of analysis between scientific research capacity, teaching and social impact the college's based on tructural equation model.Then we analysis the relationship between the allocation of resources of college teachers's human Resource management model, the incentives and performance evaluation. We also analysis the impact of modules structural on the schools performance and draw conclusions.Secondly, we discuss the factors of teachers resources allocation and put forward ideas of university teachers's dynamic resource allocation, and create resource allocation discrimination model based on the theory of dynamic resource allocation. As effective tool to allocation of resources in university teachers,the focus on the division is building reasonable the proportion of high-level titles, and the ratio of Dr. proportion of full-time teachers, and colleges and universities to recruit the hiring, then we give interoperability specification about training and development grant.This Paper concludes the dual incentive mechanism and multi-dimensional performance appraisal system. We combined dual incentives with teaching and research-oriented and designed the evaluation index system of dual incentives and made analysis on pay model behavior and pay capital model. In the study of multi-dimensional performance of College teachers.Through analyzing systemic shortcomings of the current performance appraisal process, we put forward the multi-dimensional performance indicators for integrated assessment methods for university teachers and put forward the comprehensive assessment. We want to establish the evaluation system what inclides scientific research, teaching, educational investment, and other hidden college teachers multi-dimensional assessment and integrate multi-dimensional model, then we give the final integration of the university teachers performance table based on the indicators. The case having been in progress to the implementation that resource development allocation, binary incentive mechanism and many dimensions achievement effect check in ch academy analyses the final thesis.Through innovation of University Teachers's Human Resources Management model, this paper construct the human resources management of theoretical foundation what attributes to closely colleges mainly, reflects the management, education and other values as well as the establishment of this human resource management system. We want to provide a valuable reference to the reform for human resources management in china University.
