With the development of globalization and the establishment of the East AfricanCommunity,Tanzania’s political, economic, cultural and educational have been furtherdeveloped. In a growing number of international aid, national initiative to construct a goodeducation service environment. In the past decade, Tanzania NGO has been increasinglyinvolved in poverty alleviation and development of education among the public policyformulation and national plans. Early1980s, that is, the implementation of education fifteenyears after nationalization, the government began to open the field of education NGO. In1986, to further the implementation of this policy. Government encourages churches and othernon-governmental organizations to play a more important role in the education and healthfields. All NGO in Tanzania through education and well-known public to strengthen civicsociety, such as making the public aware of their legal rights and interests of access toservices, and promote policy coherence citizenship behavior and government. This papertries between the NGO and local government agencies as well as to explore the internalperspective of its inclusion and exclusion factors, and the interaction between the two. Bywestern Kigoma region of Tanzania case analysis, as well as active in the field of educationin Tanzania NGO ’s description, to discuss their participation in primary education policychanges in the development process, so that non-government research on the development ofprimary education in Tanzania role.The paper is divided into five parts. The first chapter introduces the background andsignificance of the topic, the literature on the status of the current development of domesticand international NGO ’s do a brief overview, as well as research in this paper describes theuse of methods and main content. The second chapter introduces the NGO, concepts andcharacteristics of primary education, while, on the theory and research-related articles, suchas government failure theory, the theory of public services, and voluntary failure theory, doa more detailed description. The third chapter shows regional development status of primaryeducation in Tanzania and NGO ’s role in the Kigoma region in western Tanzania case studyof NGO status quo and problems of development in the area of primary education. In thefourth chapter, according to the survey, question responses were analyzed literature on the development of primary education in Tanzania binding factor and NGO participation. Thefifth chapter, based on the foregoing problems and forth limiting factor, combined with therelevant literature on NGO participation in the development of primary education in Tanzaniato provide relevant countermeasures.
