As the third power, distinct from government and enterprise, Non-governmental Organizations (NGOs) play an important role in all spheres of society. In the field of pre-primary education, a growing number of NGOs participate in the construction of it, including the establishment of non-profit schools, the free health care for children, the children’s charity fund, and so on. In Hong Kong, NGOs develop earlier and are becoming more mature. Many NGOs build non-profit kindergartens, which have become the major part of Hong Kong pre-primary education. From the initial laissez-faire attitude towards the pre-primary education to the 21st century when Hong Kong Government increased the intervention in nursery, a benign "cooperative partnership" has been formed between the Hong Kong Government and the NGOs in pre-primary education, which not only avoids the excessive intervention of government, but also retains a greater autonomy for NGOs.Based on the theories of "market failure" theory, "government failure" theory and "voluntary failure" theory, this study aims to analysis the following questions. First, what is the status quo of NGOs’participation in Hong Kong pre-primary education? Second, how does the Hong Kong Government manage the NGOs in pre-primary education? Third, what implications can the Chinese Government get from the Hong Kong Government’s management experience?By using the methods of literature analysis, text analysis and historical research, this study focuses on the management of Hong Kong Government in three aspects: the project management, personnel management and appraisal management to the NGOs in pre-primary education. After the analysis of these three aspects and the comparison with mainland of China, some conclusions can be drawn as follows:First, Hong Kong Government attaches great importance to the "public welfare" of pre-primary education. It formulates clear laws and regulations for the NGOs, and increases financial investment continuously to non-profit kindergartens. In addition, it also establishes the quality assurance system and financial management system for NGOs. The management of Hong Kong Government not only provides economic support for the NGOs, but also protects the quality of NGOs’ participation in pre-school education.Second, in the management of Hong Kong Government towards the NGOs in pre-primary education, Hong Kong Government gives full play to its function, which not only avoids the "market failure" and "voluntary failure", but also provides a guarantee for NGOs participating in pre-primary education.Third, compared with Hong Kong, the situation of the mainland of China is relatively inferior. Few NGOs voluntarily participate in pre-primary education, and many private kindergartens are built for the purpose of profit. The main reasons for this phenomenon are:firstly, China lacks the laws and regulations specialized for NGOs, which makes the management of non-profit and for-profit kindergartens disordered. Secondly, the financial input of government to pre-primary education and NGOs is really less. And the last one is the government lacks the quality supervision and financial management to NGOs in pre-primary education. One of the best ways for Chinese Government to change the current situation is to strengthen the interventions of government. Only in this way can the mainland of China establish more "inclusive private kindergartens", and attract more NGOs participating in pre-primary education.
