A Study Of The Recording System On Non-governmental Organizations In Urban Community Of China

NGOs in urban community of China grew fast from the late 90s of 20th century. All the NGOs in China are controlled by Duplex Administer System. NGOs in urban community of China can't be registered because they are small and weak and can't find their business department. They are out of the control of our government, at the same time they are illegal according to the law. The civil branches government of several cities announced some legislation in view of the NGOs in urban community of China. The instrument stated that the NGOs in urban community of China must put on records on authorized department. They relaxed restriction on NGOs in urban community by decreasing the conditions limitation and designating the business department for them.In my study I collected material about the Recording System NGOs in Urban community of Qingdao, Jinan, Xi'an, Nanjing, Wuhan and Hangzhou by document analysis,interviewing to experts and observation and made some theoretical probe based by comparison induction and analysis from the perspective of relationship between state and society and gave some ideas and suggestions about reforming Duplex Administer System.For the governments NGOs in urban community of China are in their control by recording on in authorized department. Fristly. Recording System was put forward and led by government and NGOs in urban community were passive; Secondly, the On-record NGOs in Urban community were managed by Civil Administration Bureau of district, sub-district office and neighborhood committee. Three-tier management system is more stringent than Duplex Administer System. Thirdly, the government did a further distinguish and selection and selectively fostered the NGOs that can assist the government to control the collectivity. For the NGOs in urban community some were recorded and get support and money from government but lost their self-reliance and autonomy. Some recorded together with the un-recorded NGOs are still face great difficulties.So the local government explored to carry out Recording System in order to control rather than support and promote the NGOs in urban community. As an important part of civil society the NGOs in urban community can only grow under the control of government.The Recording System was a transitional system in present situation It didn't break but make a lot conflicts with the Duplex Administer System in essence and can't solve the problems arising in the development of NGOs. Constructing the positive and interactive relationship between government and civil society can settle out the issue in essence.In view of China's actual conditions I put forward some ideas and suggestions Combining management system of foreign NGOs including improving the legal environment,distributed by one national agency, supervised by classification, promoting cooperation between the government and the NGOs and exercising social supervision.
