Study On Services For Orphans And Disabled Children In Family Fosterage

Based on a filed survey of the family foster mode promoted by welfare house， thestudy analyzes the influence of the mode on the growth of orphans and disabled children，in particular， the influence welfare houses， foster families and volunteers have on thegrowth of orphans and disabled children respectively; the feasibility of social workintervene on the growth of orphans and disabled children。The conclusion of the study includes： first of all， welfare house plays anindispensable positive role on the growth of orphans and disabled children。 For the sakeof its special location， Moon Bay Welfare House in Baiyin district takes theresponsibility of raising abandoned children in the city as well as the neighboringcounties， it has become the major participant， implementor and instructor of familyfoster work of this area。 Welfare house is in charge of choosing and determining fosterfamily， providing tracing service to the foster families and investigating their work afterthe early foster work is finished。 In addition， welfare house offers direct instructions intechnology and material help to the foster families if they are needed at times。Secondly， foster family provides orphans and disabled children a home and createsa healthy environment for their growth。 To begin with， the orphans and the disabledchildren feel love in the foster families， with love and care， they are able to grow morehealthily。 In addition， the orphans and the disabled children get some comfort in mindliving in the foster families，where they can enjoy normal family life，as a result，theyimprove both mentally and psychologically to some degree。 Furthermore， the fosterfamilies provide physical help to the orphans and the disabled children too。 In the fosterfamilies， with the help of the foster parents， those children get continuousrehabilitation，thus，their physical condition is improved。Finally，the foster familiespave the way for those children to adapt to the society better。Thirdly， Volunteer group is a part of the social support system of the family fostermode。Multitudes of volunteers go to the welfare house to help orphans and disabledchildren during the holidays。The group activities and games they designed have anincreasing influence on those children，so volunteers have become a major power inhelping the orphans and the disabled children。 Volunteers bring light to the lonely mind of those children， enrich their spare time and build trust among orphans and disabledchildren。 Volunteers share their opinions with the orphans and the disabled children，encouraging them to express themselves bravely and speak out their mind。 At the sametime， volunteers’ main work is to help those children with their studies，which isbeneficial for the orphans and the disabled children to review the knowledge they havelearned and to study effectively。Volunteers play a positive role on the mental health ofthe orphans and the disabled children。they influence those children with their enthusiasmand passion， help them have confidence， expectation and dream in life。Meanwhile， there is much to be desired in the growth of orphans and disabledchildren from the point of welfare house， foster family and volunteer work。 Firstly，because there is not enough staff in the welfare house， especially experts in social work，professional trainings on special education， rehabilitation and psychological treatment tothe orphans and the disabled children are scarce。 In short， the working system of fosterfamily is not perfect。 Secondly， foster family in itself has some defects， in lack ofprofessional direction， some children have to change their foster families several timesin their growth， and it’s bad to their mental health。 Thirdly， because some of thegames and activities offered by volunteers are the same，on the one hand，they take lotsof resting time of the children; on the other hand， repeated activities weaken attractionfor orphans and disabled children， thus cause some negative effects on their growth。In a word， the intervene of professional social work in the growth of foster childrenis feasible。 Only in this way， can the current system work effectively： make a betteruse of the resources; build necessary communication， instruction and coordinationbetween welfare house， foster family， foster parent and volunteer group; clarify therelation of the participants， to create a complete service system and booster the welfareof children in China。...
