A Study On The Exit System Of Private Colleges And Universities In Taiwan

In recent years, the exit events of private colleges occur successively, closure is no longer animpossible situation for private colleges and universities. In future, the college-age population will declineas the declining birthrates, and college student competition will be intensified. In this situation, a largenumber of private colleges and universities in our country will be threatened firstly. Not only thenon-academic institutions of higher education, but also the private colleges and universities will face thecrisis of exit, however, the exit system of private colleges is still blank. Therefore, it has become an urgentand important topic to explore and establish a scientific and reasonable exit system of private colleges anduniversities. In Taiwan, exit system of private colleges and universities has always been a hot topic ofeducational reform. In response to the low birth rate, the Ministry of education of Taiwan proposes to buildthe exit system of private colleges in2003. By enacting a series of laws, regulations and policies, Taiwanhas set up an exit system of private colleges universities.This article takes the exit system of private colleges and universities in Taiwan as the object ofstudy. Using the literature analysis, case analysis method and comparative research method, we try to studythe exit system of private colleges and universities in Taiwan objectively and comprehensively, and derivethe beneficial experience from Taiwan to provide useful reference for the mainland. The article firstlyanalyzes the theoretical basis of exit system from the perspective of jurisprudence, economics, educationecology system and introduces the background of the exit system of private colleges and universities basedon the educational background and social background. Then, this article describes the exit system of privatecolleges in Taiwan comprehensively from the policies and regulations, organization, exit methods andprocedures, warning system, safeguard measures.Besides, Taiwan Gao Feng Digital College is taken as anexample to show the implementation process of the exit system.On the base of the above,this paperanalyzes the characteristics, influence and development of exit system. At last, this article introduces thecurrent exit situation of private colleges in mainland and some suggestions are provided for thegovernment and private colleges in mainland.
