After the popularization of compulsory education and higher education,the development of preschool education has been included in the agenda of governments at all levels.Among them,the generally beneficial private kindergartens have become a new way to popularize preschool education and improve the quality of education.At present,how about the education quality of generally beneficial private kindergartens? Can these kindergartens really meet the needs of the public? Does it meet the standards of relevant government regulations? In the generally beneficial private kindergartens of varying quality,how to improve the quality of preschool education by constantly improving the level? These issues are yet to be further discussed.By investigating the current condition of the generally beneficial private kindergartens in Ningbo City,this study tries to reflect the current condition,content and influencing factors of grade assessment of generally beneficial private kindergartens,and focuses on exploring strategies for constantly improving the grade,thus further play its positive role,make its better survival and development,promote the whole preschool education quality improvement.In this paper,the standard of grade evaluation for generally beneficial private kindergartens,which is the influential factors of the grade,include two parts: practical standards and procedural terms.Among them,the substantial standard is the rigid index based on which kindergarten is evaluated,such as kindergarten conditions,kindergarten management,parents and community work.The procedural terms consist the self-evaluation and supervising organization evaluation.In this research,the author takes 150 generally beneficial private kindergartens of six districts of Ningbo as samples,and conducts empirical investigation and research with questionnaire and interview to collect quantitative data.The author also adapts descriptive statistics and multiple response to analyze the data.According to the study,the author found that,firstly,the overall condition of Ningbo's generally beneficial private kindergartens is good;secondly,the evaluation organization of kindergarten is basically reasonable;thirdly,there are differences in the limiting factors of different levels of kindergarten;fourthly,among the limiting factors,teachers,funds,home cooperation,and internal supervision are more important.Based on the basis of quantitative data and qualitative analysis,the author proposed strategies and specific measures for different levels of kindergartens to improve their grade.It is mainly aimed at maintaining the current grades of the first-level kindergartens,including strengthening kindergarten management,improving teachers' professional evaluation ability,constructing multi-subject evaluation system,strengthening communication between kindergartens and institutes,and adhering to the characteristic development path.For the second-level Kindergarten,if they want to steadily upgrade its ranks,they can broaden funding channels,build a good team of teachers,innovate ways of cooperation with homes,and establish a modern kindergarten management system.For the third-level Kindergarten,strategies for upgrading grades including ensuring teachers' welfare and rights;listening to teachers' voices,standardizing management;seeking professional development and improving ability;carrying out support activities with public schools;strengthening financial management and scientific supervision of kindergartens.Meantime,responsibilities that governments at all levels should assume in the upgrading of generally beneficial private kindergartens,including financial input management,establishing a cost-sharing mechanism,improving teacher's welfare and controlling the scientific flow of teachers,establishing the evaluation and supervision system to standardize the development of private kindergartens;establishing a reward system to promote quality improvement.
