Teaching, scientific research and social service are the three main functions of institutions of higher education. The social service function of institutions of higher education dated from Britain, got developed and established in United States, marked by the rise of Wisconsin Thought. In Mainland China, the social service function launches very late, while springs up in no time. With the advancement of society and the prosperity of economy, the effects of social service function of institutions of higher education on the evolution of economy and society are getting salient, and become the key driving force for its development.This study analyzes the literature about the social service function of institutions of higher education, and puts forward that the carryout of social service function of institutions of higher education facilitate the evolution of local economy and society inevitably and vice versa, the development of local economy and society will re-feed the institutions of higher education, offset the insufficiency of funding, land, human resources and so on. The institutions of higher education and its social service function help each other forward.Southwest University and Shizhu County in Chongqing begun their substantive cooperation in2003. In the last decade, the active exploration of both sides boosts the sufficient development of economy and society in Shizhu County in one hand, and helps to solve the puzzle in scienctific research in Southwest University on the other hand. Southwest University also takes advantage of the joint study bases to train300undergraduate students, graduate students and some doctors. Both Shizhu County and Southwest University get great achievements in scientific and technical innovation, achievement transformation, technology transfer and human resource training:the income of peasant rises remarkably, and Southwest University upgrades the education quality, and the capacity of technological innovation and social service in the meantime. The cooperation of university and peasant generates extensive and far-reaching social influence, which is covered by over10newspaper publishers, such as Guangming Daily and is named as "Mode of Shizhu".Based on the relative theories about social service of institutions of higher education, this paper discusses the6patterns of the implement of social service, analyzes the "Mode of Shizhu" in combination with the author’s work experience in the Institution of Cooperation between University and Local society, and proposes the process of the rise of Shizhu Mode:1) to compile the development program, and to develop the county via science and technology;2) emphasize science and technology service, and to prosper the county via achievements;3) to carry on intellect training, and to assist the county with intellect;4) to innovate the cooperative pattern, and to rich the county by cooperation;5)to build information platform and to strengthen the county with information. In conclusion, this paper summarize the main experience of the success of Shizhu Mode:1) the attention paid by the leaders is the premise of the smooth cooperation;2) the close coordination is the fundamental guarantee for the success of cooperation;3) mechanism innovation is the basis of the persistent cooperation;4) to keep the pace with the time is the inevitably requirement of the deepening of cooperation;5) win-win is the impetus of thorough cooperation. This paper aims at the strategies to optimize Shizhu Mode, to eliminate the barriers of cooperation from both Southwest University and society, and to make it as references for Southwest University and other institutions of higher education to carry out the social service.
