The Creative Research On The Scientific And Technological Service Mode Of Local Agricultural Institutions

In the background of scientific and technological innovation and economic development, the transfer, absorption, and application of scientific and technological s in agriculture must be speed up in order to improve the rural development, enhance agricultural effectiveness, and advance farmers' income. At present, the main barrier for the agricultural achievements transfer lies in the lacking of scientific and technological service. Therefore, a research into the scientific and technological service mode of local agricultural higher institutions is of practical significance.The paper divides into seven parts, researching the status quo and the construction of the mode of scientific and technological service of local agricultural higher institutions, with the technique of summarizing several literature, studying related theories, and SWOT and empirical analysis.Firstly, the connotation of scientific and technological service mode is clarified with local agricultural higher institutions as the subject. On the basis of the sorting out and refining of relative literature at home and broad, and with the integrating use of characteristic theories of agricultural public products, theories of educational nature and function, system theories, human capital theories and new economic growth theories, a theoretical support has been provided for innovating scientific and technological service mode.After that, the scientific and technological service modes of agricultural higher institutions in such countries as America, France and Japan have been studied and the successful experience of those modes is worthy of our learning Then, there is a composite SWOT analysis on the merits and demerits of the scientific and technological service of local agricultural higher institutions and on the opportunities as well as challenges facing it, and accordingly it shows some problems existing in the scientific and technological service of agricultural higher institutions in China like impercipience, low transfer efficiency, and vacancy of operation mechanism, thus proposing development strategies for scientific and technological service—taking full advantage of external opportunities, giving the strength of its own into full play, avoiding external threatening, and reducing internal disadvantages. Afterwards, a theoretical framework of scientific and technological service mode is constructed in light of the constituents of scientific and technological service mode from the aspect of its subject and object, carrier, impetus, route, and its management, etc. Then, take Hunan Agricultural University as an example, the empirical analysis of scientific and technological service mode has been carried out. At last, some suggestions are brought forth about the optimization of scientific and technological service mode of agricultural higher institutions.Through research, the paper has clarified the connotation of scientific and technological service mode, put forward the development strategies for scientific and technological service of local agricultural higher institutions, and established a theoretical framework in this regard based on the constituents of scientific and technological service. In addition, from three levels, namely, agricultural higher institutions, government, and farmers and agricultural economic organizations, the author has proposed suggestions about the optimization of scientific and technological service mode from the aspects of the change of idea and awareness enhancement, clarification of responsibility and resource integration, market orientation and needs target, transformation of mechanism and stimulation of motivation, transformation of functions and reinforcement of management, capital introduction and increase of investment, optimization of environment as a strong back-up, as well as strengthening active participation awareness and taking the initiative in concerning with the issue of agriculture, countryside and farmers.
