Yunnan is a multi-ethnic province, who has rich folk cultural resources, and many talents of traditional folk culture. As the political, economic and cultural center of Yunnan province, the city of Kunming in recent years has paid more attention to issue of Talent ranks Development of traditional folk culture,and have achieved very good results, but the Talent ranks Development also restricted by current management system and mechanism, ex.
