The formation of the charging system of higher education is the inevitable result of China’s market economy’s development and education reform. Since1997when enrollment of higher education increased and merged in1999, colleges and universities continue enrollment. With great growth in the number of students into the school, the university has entered a stage of large-scale development of higher education from the age of elite education. There is fair tuition and enrollment for the increasing number of students with more opportunities to receive education, but the gap between China regions significantly remains. The standard of living is different between regions, and a lot of students have to bear the high tuition fees. And at the same time the city is marked by high consumption. Students have to complete the arduous academic schools, making them into a new environment in which this tense psychological problem cannot be solved, which makes them in another different circumstance. As a result, the students from poor families can not find a better solution to these psychological problems, so there have been similar incidents such as Ma Jiajue campus tragedy. This papers aims to solve the educational problems of college students for the double-poverty students. And to ensure that each student successfully completes their education is the most urgent task.This thesis includes three parts. The first one is talking about the position of poor students in colleges and universities-the basic knowledge about this topic and the confirmation of poor students. It also has concerned with the content and necessity of education of morals and outlooks of poor students. The second part concerns the performance, reasons and side effects of ideological and political problems of poor students, including the characteristics of the poor group, the reasons analysis of the problems and the whole side effects of the problems. The last part talks about counter-measures to the solution of the problems of poor college students and the significance of the topic. The problem will be solved from both the college culture, mental health, and honesty education and discussion theory of Jiirgen Habermas. We aim to propose a ideological and political education way which is easily accepted by educated people. This way is fair between the educators and the educated. In all, this thesis is written around promoting all-round development of poor students.
