With the development of the educational system and personnel management system, performance management started from the enterprise to the higher education area. The research on the performance management of the university teacher became a hot topic and also a difficulty. As a strategic management tool, Balanced Scorecard(BSC) included four dimensions:financial、customer、 internal business process and learning and growth. It effectively balances the financial targets and non-financial goals, long-term goals and short-term action plan, leading indicators and lagging indicators, external attention and internal demands、individual performance and organizational performance and some other relations. Balanced Scorecard has been widely used in the enterprise. The article gives a discussion about the application of the BSC to the higher educational area. First, the article present the content of the sort of performance management that the university teachers try to implement and find problems with the university teachers、seeking the integration then find the feasibility. Second, the article combines the BSC model and the characteristics of the university performance management, transfers the four dimensions moderately and constructs the university teacher’s Balanced Scorecard model and set up index system. Finally, take A school for an example, the article uses the analytic hierarchy process (AHP) to determine the index weights to give a empirical research, then the performance management body, period, performance appraisal safeguards and the use of assessment results are discussed.
