The performance assessment of university teachers is the main body of implementing university management. The ability of managing the performance appraisal of university teachers influences the level of university management, which, to a certain extent, determines the competitiveness of colleges and universities. With the increasing competitiveness among universities at home and abroad together with the university standardized management, the performance assessment of university teachers accounts much for the rise and fall of the universities. As an important organism in deepening personnel reforms, performance appraisal of university teachers, influences the level of qualification and enthusiasm of university teachers. Moreover, it is directly related to personnel training, quality and quantity of teaching faculty, the establishment of scientific and standardized performance appraisal system and promotion of teachers’ behaviors to ensure the effective implementation of the strategic decisions. All these have become important tasks of the current human resource management in colleges and universities. Thus, the author would like to investigate the performance appraisal of teachers in Xinjiang Agricultural University which has important practical significance.Firstly, the theory of performance appraisal is interpreted and analyzed to reveal the current status and characteristics of the teaching faculty and the situation of performance assessment in Xinjiang Agricultural University, pointing out various deficiencies in the teachers’ performance appraisal system of Xinjiang Agricultural University. Based on the foregoing analysis, it is obvious that the establishment of a scientific, rational, quantitative applicable performance evaluation index system and precise assessing standards are the key to the accomplishment of teachers’ performance appraisal in Xinjiang Agricultural University. In this thesis, full-time classroom teachers catering occupational characteristics are selected as research subjects. The analytic framework includes4categories, namely, research capacity, teaching ability, other abilities and basic information, which crosstabs into16comprehensive assessing indicators. The Analytic Hierarchy Process (AHP) is used to determine weight coefficients of various indicators. The qualitative indicators are graded by times and given the corresponding score to be quantified, which enhances the reliability and validity of the indicators. According to the proposed assessment criteria developed a specific behavior of the grading assessment criteria to reduce the arbitrariness in the assessment. Meanwhile, assessment criteria on how to implement performance appraisal are formulated to reduce the randomness in assessment. According to the proposed assessment indicators and criteria, the author researches on the teachers’assessment of Xinjiang Agricultural University, design evaluation forms, apply the results of the study, and related measures.In this paper, human resources management, mathematics, management science and other related theories are used to support the establishment of a more complete dynamic evaluative system, which further achieve a comprehensive assessment content and innovative features of the quantification of assessing indicators.The result of this paper will work as a guide in the establishment and the improvement of teachers’ performance appraisal system in Xinjiang Agricultural University, which may be attributable to other universities in carrying out similar work.
