Teachers’ teaching level influence the development of the school, the working manner of the formerteachers were questioned, and increasingly strong voice requests the teachers’ cooperation. Under thebalanced development of education background, urban and rural teachers how to overcome obstacles, gobeyond the technical level of cooperation, deepen cooperation on the spirit layer, form a team to help eachother and make progress together, which have great significance to the development of urban and ruralteachers, but also adapt to the trend of balanced development of education. Based on the domestic andforeign literature analysis of teachers’ professional development, that urban and rural teachers cooperate isvery concerned and also necessary, in order to promote the common development of urban and ruralteachers, educational researchers also made great efforts to explore.This study attempts to research urban and rural teachers’ cooperation from two aspects of theory andpractice, analysis under the balanced education background, through the national relevant policies, urbanand rural teachers how to carry through deep level cooperation, and make the cooperation reach to the idealeffect which the urban and rural teachers both have progress. This study first introduced the selected topicreason, literature review and the significance of research ideas and methods in the introduction.Then useliterature method to analyze the relative concepts of urban and rural teachers’ cooperation under thebackground of the balanced education,Interpretation of the balanced education, cooperation and theconnotation of urban and rural teachers’ cooperation,then from historical development, value appeal, qualityanalysis and so on have carried on the rational reflection on the urban and rural teachers cooperation underthe balanced education background.The respondent of this study is Erqi area of Zhengzhou,using the questionnaire method and interviewmethod for urban and rural teachers teachers and school administrators in the process of cooperation.Sosome problems were found in the process of cooperation between urban and ruralareas’cooperation:external cooperation purpose drive, single method of cooperation, cooperation time is notenough, cooperation of the loopholes in management system, the cooperative effect is not ideal;Based onthis, this research analysis of the causes of these problems from two aspects:teachers’ own factors and external factors,teachers own reasons for the understanding of the urban and rural teachers’ cooperation isnot correct, the urban and rural teachers’ ability to cooperate needs to improve,school level reasons includemanagers’ understanding of urban and rural teachers’ cooperation is not correct, management system,especially in urban and rural teachers’ evaluation system is not reasonable.Based on this, puts forward the construction of urban and rural teachers’ cooperation strategy under thebalanced education background.First of all, stimulate urban and rural teachers’ consciousness ofcooperation;Secondly, improve urban and rural teachers’ ability to cooperate; Thirdly, to strengthen theguidance of the urban and rural teachers’ cooperation and training; Finally, improve the security system ofurban and rural teachers’ cooperation.
