Chinese National Long-term Education Reform and Development Plan(2010-2020) mentioned to explore an effective way of professors’academicgovernance, so as to give full play to the role of the professors in teaching, academicresearch and university management. It not only reflects the important position ofprofessors in university teaching and research work, but also reflects professors’academic power declines seriously nowadays. At present, in China’s universities,administrative power spreads widely, accompanied by the weakening of academicpower. This phenomenon breaks the rule of development of the university. Manyexperts and scholars propose the democratic management system of“professors’academic governance”.“Professors’academic governance”empowers professors,establishes the value of academic-based and promotes the creation of academicfreedom. College Professor Committee is an effective way to carry out“professors’academic governance”. Professor Committee is an organization that professors are incharge of academic affairs. The professor with academic attainments and authoritativestatus will become a member of Professor Committee. By way of group decisionmaking, Professor Committee provide usefull guidance to the school or college. Theguidance which adjusts the academic law is good for the long-term development ofthe school or college. With the background of Chinese higher education system,building College Professor Committee is more feasible and operable.This thesis applies the research methods of comprehensively using literature,history analysis and comparative analysis to study building College ProfessorCommittee in Chinese universities systematically. This thesis includes four chaptersbelow.The first chapter is about the theory, development history that at home andabroad and functions of Professor Committee. It explains that College ProfessorCommittee works effectively than University Professor Committee in China.Meantime, it introduces the position and the functions of the College ProfessorCommittee, and procedures and selection standards of electing members. The secondsection describes that the theoretical basis and significances of implementing theCollege Professor Committee. The“professors’academic governance”is the theoretical basis of the College Professor Committee. It contributes to buildingChinese modern university system, balancing academic power and administrativepower, protecting the teaching and research functions of universities and achieving abreakthrough in internal management of China’s university. The third chapteranalyzes the feasible ways to construct the College Professor Committee, raisingrecommendations from four aspects as follows: the government, the university, thecollege and the Professors.
