The Construction Of The Academic Committee And Its Running In Colleges And Universities

The CPC Central Committee and State Council issued The National Long-term Education Reform and Development plan (2010-2020)(in the [2010] No.12) in July of2010. It describes the construction of a modern school system in Chapter13, and it says clearly that the university should make the best use of the academic committee in the disciplinary development, academic assessment and academic development. We know that improving academic committee system in Chinese university has become an urgent requirement for building a modern university system. Therefore this article mainly analyzes the construction of the Academic Committee and its operation through the charter text of the Academic Committee and compares the text and the reality combined with the operation of the status quo of the Academic Committee of Fudan University, then I find the problems and propose solutions to the problems.The main content of this study is the Articles of Association of Academic Committee in15colleges and universities in China. I study the organization, personnel, functions to set up and run mechanism of Academic Committee by comparing the text elements. I find that the text system of the Academic Committee is not perfect, mainly for meeting system. There is no strict process for many meetings, which resulted in randomness and disorder meeting. In order to compensate for the limitations of text study and learn the circumstances of the Academic Committee in the actual operation, this study choose the Academic Committee of Fudan University as the object case. I study the historical evolution of the Academic Committee of Fudan University and make comparisons of three different versions of the Articles of Association of Academic Committee and study running status through gathering relevant information in the Fudan University Archives and making a member of one-on-one interviews.Through the previous analysis, I sum up three conclusions about the Academic Committee. First, the system of the Academic Committee of the constitution is not perfect. Second, the duties of the Academic Committee are not clear. Third, the Academic Committee and various organizations have imbalance relationship. Therefore, I think that we should focus on three issues to improve our Academic committee system according to the three conclusions above. On one hand, I think that the Articles of Association of Academic Committee should be improved to provide institutional support to the Academic Committee. On the other hand, the responsibilities of Academic Committee should be defined clearly and decision-making functions of the Academic Committee should be highlighted. What’s more, the relationship of various organizations should be clarified. For example, the relationship of Committee of Academic Committee and Professor Committee, Division of Academic Committee to balance the academic committee and the executive organizations.
