Our country’s new curriculum reform is gradually advancing in recent years. For the different levels oflearning, the new curriculum formulated different curriculum standards. Among them, the content ofcurriculum standards to high school are: as a starting point the students generally achieved basicrequirements and the curriculum have levels; Also, there must have some elective courses which allowstudents to choose their own direction of development and promote the students’ practical ability andinnovation ability.New Curriculum pointed that: around the theme of economic life,political life and cultural life,ideological and political of high school course set three modules; Put the philosophy knowledge of Marxistas the main content, it set life and philosophy module for the political education to students and helpstudents form the correct worldview, outlook on life and values. One of the basic concepts of the newcurriculum is to emphasize practicality and openness of curriculum implementation, teaching studentsimprove their ability of active learning and development in the process of teaching democracy. The newcurriculum uphold philosophy of education of the "student-oriented", training students to thinkindependently, to find and problem-solving skills in the context of students’ personal development.However, in fact in specific practice of teaching politics of high school, many teachers raised questiononly to enable students to consolidate and deepen the understanding and memory of knowledge, leadstudents to mechanical, rote answer, but their personal ability of solve problems independently, discoveredand did not get exercise. At the same time there is no good idea to implement the new curriculum reform.In response to these problems, I combined with previous research, starting from the ideological andpolitical course question design of high school, elaborated the concept of problem design and others,introduce current political class of high school question design exist flaws, analysis it’s reasons. Finally,raised how the issue of high school courses designed question to improve students’ ability of solvesproblems and identifies problems, to further enhance the effectiveness of teaching.
