| "Beihai-Qinzhou-Fangchenggang Region" in this paper refers to the regions including Beihai, Qinzhou and Fangchenggang, all of which are coastal cities and have plenty in common in terms of their geography, resource, social culture, history and politics. Beihai-Qinzhou-Fangchenggang Region are the composition of Beibu Gulf Economic Zone, thus they are planned and developed in the regional economy development as an economic community, due to their geographical location, industrial layout and economic development mode as coastal areas. In2008, the opening and development of Beibu Gulf Economic Zone turned into a national development strategy. The marine economy plays an increasingly important role in the national economic development. By virtue of having coastal areas, Guangxi will put efforts into boosting the development of economy and industries in its coastal areas. Although a strong development momentum is showed by Beihai-Qinzhou-Fangchenggang Region, it is still a long way to catch up with the development level of other coastal provinces and cities. In addition to a late development time, poor human resource is also one of the main reasons restraining its development.Regional economic development should be supported by talents, while the development of higher education cannot be separated from the cultivation of high-quality talent. But compared with Nanning, the capital of Guangxi, which also belongs to the Beibu Gulf Economic Zone, the development of higher education of Beihai-Qinzhou-Fangchenggang Region is far behind for it. The higher education of Beihai-Qinzhou-Fangchenggang Region has a shorter history and a insufficient ability of training high level talented person, which cannot adapt to the needs of the development of regional economy. Therefore, it is great of urgency to develop regional higher education in order to meet the demand of the regional economic growth, improve the quality of the residents and the income level, promote the social development of Guangxi coastal areas. The aim of this study is to survey the current situation of the higher education in Beihai-Qinzhou-Fangchenggang Region and its developing environment from the perspective of regional economy, to investigate whether the higher education of the Region is in accord with the territorial economic development and existing problems; besides, it is aimed to put forward feasible suggestions for sustainable development of higher education in the Region by drawing lessons from the development experience of other coastal developed areas in China.This thesis can be divided into six chapters to discuss. The first part states the study background and reasons, presenting the related concepts and theory basis about the regional economy and higher education, and sorting out the current studies about the higher education of the Region. The second part analyzes the advantages and trend of the regional economic industry in the Region and the demand for talents based on the regional economic development planning. The third part is the present situation analysis of the regional higher education in the Region. The present higher education scale, the professional setting and the faculty level are detailed in this part. The fourth part mainly discusses the matching between the higher education in the Region and its regional economic development, the scale, the professional structure, the academic research ability and the external environment of higher education in this Region cannot adapt to its economic development. In the fifth part, it is emphasized that in the regional marine economic development should be promoted by the coordinated development of higher education in the new period. It is still some difficulties for developing the coastal higher education in Guangxi coastal areas, though there are some efforts having been put into it. The sixth part, according to the regional economic development demands in the Region, puts forward six strategies for the development of higher education:firstly, the consciousness of the development of higher education and the government’s policy guidance should be strengthened; secondly, the subjects of running a college should be diversified for expanding the scale of education; thirdly, the investment in education should be increased, and the mechanism should be promoted to raise education funds through various channels; fourthly, a reasonable positioning should be set, and the higher education level is suggested to be optimized and promoted; fifthly, a scientific and professional academic disciplines should be established according to the regional economic industries so as to strengthen the construction of marine-related disciplines; the last one is to build a batch of professional teachers of high quality and standard. |
