"National education reform and development of long-term planning programs" has pointed out to promote the diversified development of ordinary senior high schools and improve the diversification of the training mode as well as to meet the needs of the development of different students and explore ways to find and cultivate students full of creation. Ordinary senior high schools are encouraged to show their characteristics. In1997, No.4middle school of Jilin city started to recruit the students who behaved well and had poor living conditions to permit them to be admitted into this school for free. Meanwhile, the school played an active role in the training mode of Double Exceptional Class, and it really made great progress as well as gained some experience. Under the good effectiveness, such kind of characteristic appeared in Jilin, Liaoning, Hebei, Shanxi, Henan, Guizhou and Sichuan and so on. However, with the development of our society and the educational reform going further, some new problems arises in the aspects of recruiting, administration, teaching and so on, when carrying out the training mode of Double Exceptional Class. As a result if the solutions of these problems can’t adapt to the needs of the educational reform, the development of the training mode of Double Exceptional Class will be restricted.Though the questionnaire survey and the interview, the problems are found and listed as follows:in recruiting aspect, the result of the examination is the import standard of being admitted, and the school is lack of the information of the true living conditions of the students, which results in the imperfection in recruiting mode and system; the school should provide the basic and complete subsistence guarantee system for the students of Double Exceptional Class; there is no characteristics and pertinence in the administration which restrict the development of Double Exceptional Class; according to the characteristics of lacking in feeling of being grateful, the school takes no effective measures to such problem. Therefore, the method of stratified teaching is required urgently.
