The current class organization of Japan is35pupils per class in the first grade ofprimary schooland40students per class in the other grades.In2001, the "Act onStandards for Class Formation and Fixed Number of School Personnel of PublicCompulsory Education Schools" was amended,which means that the country beginstoallow local governments to change the number of class organization below40people per class.Then following Akita Prefecture which firstly imported smallerclass in2003,Yamagata Prefecture, Fukushima Prefecture and the other northeasternprefectures are all starting to implement smaller class.In2010,Tokyo was also allowedto have smaller class education. And after that,47prefectures in Japan all brought inthe smaller class.Discussing of the effect of smaller class can help make a reference for us in thedevelopment of class organization, and guide the implementation of education insmaller class.After investigating Akita, Yamagata and Osaka, it is found that students’study has improved evidently, and the practical skills have been mastered better afterreceivingeducation in a smaller class; smaller class is also beneficial to improve thecurrent situation of school browbeat and absence; even after the implementation ofsmaller class, two-way communication between teachers and parents becomes moreavailable and frequent.Although importing smaller class education can not solve allthe problems in education, but it is possible to improve the educational effect on achild student.However, we should also realize that there are still many problems to be solvedin smaller class, such as the guarantee of the laws and regulations, the support ofbudget, the checking on other effects of smaller class education and so on.In addition, it is not true that the smaller the class size is, the better. If the classsize is too small, it will be not good for the students’ socialization. So the present taskis to find a suitable class size in education.
