With the sustained rapid economic growth, the decline direction of China's population birth rate doesn't slow. The Urban middle school enrollment is used to the decreasing state, the traditional big-class teaching mode is facing big test. Our country executes the one-child policy, the number of school-age children is dwindling. Parents hope that their children in school life have greater activity space, have more chances in the activities of the central position, have more time with teachers association, and get more individualized education from teachers. Thus, improving the received education degree of each student, and letting each student enjoy high quality basis education, have become the new growth point of improving the life quality of local residents further. "The small-class teaching" with unique education organization, outstanding education activity forms, the education mode of innovative ways and the advanced teaching idea, method, conditions, can make students enjoy all kinds of education resources, increase education opportunities of accepting high quality and help children to get better and more comprehensive development.In this paper, we distinguish the small-class teaching involved three basic concepts:"small", "small-class" and "small-class teaching". And we also clarify the attributes and contact of the three basic concepts. From the different aspects of the small-class teaching, we understand the ideas and the superiority of small-class teaching classes in promoting students' development clearly. Through the teaching in accordance with their aptitude, constructivism theory, multiple intelligence theory and humanistic theory, the paper analyses the small-class teaching deeply, and reveals the practical significance of the small-class teaching.Meanwhile, because in our country, many cities are used to be the big-class teaching mode, and they take the transitional stage from big-class teaching to small-class teaching. So taking the case of Tiexi district in Anshan, the paper contrast the differences between big-class teaching and small-class teaching. And it analyzes the existing problems of big-class teaching thoroughly, as well as the limitations of big-class teaching, thus reflects the advantage of small-class teaching, and elicits the conclusion of small-class teaching is suitable for effective education needs in Tiexi district.Finally, on the basis of the small-class teaching theory, the paper proposes the strategies of urban middle school small-class teaching. And it discusses layer teaching, hobby teaching, individual teaching and so on. At the same time, to ensure the implementation of the small-class teaching, and it proposes the management strategy of small-class teaching. This will offer the enlightenment of practice value for developing the small-class teaching further.
