Currently, a big gap between urban and rural education level has made‘educational resources balanced’ the highlights of whole society. Teachers, as the corepart of educational resources, to force whom turnover freely can finally led toeducational resources balanced.Teacher turnover system of Japanese is a model worthy of our reference, butlimited by reference materials, we assume that the length of service and turnovermanner are in uniformity, actually it is not. Descriptions of teacher turnover system ofJapanese still stays in macro level, and rarely seen in micro level, which also makes itun-executive when we draw on past experience from.Guided by the above thought, engaged in extensive reading of referencesincluding Japanese bibliography, regulation and policies etc, this study shows thebackground and establishing process of turnover system of Japanese, discusses itssecurity mechanism. By three cases of Hokkaido, Shimaneken and Tokyo the studyshows how the teacher turnover system works.Based on particular investigation of teacher turnover system of Japanese, thestudy puts forward the following recommendations: the state decides standards ofremote degree of schools, the local government makes the turnover system detailedgradually, adjust related regulations and policies in time, combination of voluntaryand compulsory means, providing the teaches in remote area with more furthereducation chances and incomes etc. Finally, wish the study would provide new ideasand inspirations for these ongoing teacher turnover systems across the country.
