Studies On Financing Of Colleges And Universities In Inner Mongolia

With the times of Popularization of higher education coming, the colleges and universities have emerged in terms of scale and rapid development. However, in the context of rapid development, the universities have to face many new problems, the most serious of which would include the financing of institutions of higher education.Although the financing mode of college funds in the Inner Mongolia Autonomous Region are shifting to be diversity from singleness, there is a great distance to be a diversified fund-raising mode in a real sense. Since the last century, the education funding have increased substantially in Inner Mongolia, but the spending of the per capital on education funding, the ratio of education spending to GDP and the ratio of higher education funding to the total education funding are still lower than the national average. Inadequate investment in education led the higher education funding to be shortage, and the expansion of college enrollment is bound to this conflict becoming more prominent. The shortage of Education funding has become a bottleneck of limiting the development of regional colleges and universities. How to be more efficient to raise funding for education has become an important issue of the autonomous universities.This paper first describes some typical theories about college financing, including human capital theory of Schultz, higher education quasi-public goods theory and the theory of cost-sharing, these theories lay the theoretical foundation for higher education to raise research funds. Then in order to obtain the relevant reference and inspiration, the paper make a correlation analysis of the status of financing higher education and problems of Inner Mongolia Autonomous Region, and compare the different financing modalities abroad. Finally, the paper tries to propose the countermeasures of solving the problem of financing of autonomous colleges from the government, universities and social level.
