Research On The Application Of PPP Mode In China's Higher Education

Education is the foundation of our country,and the foundation of a powerful country.The rapid development of the country depends on the education of the nation.Our country is in a new stage of rapid development,and the demand for talents is unprecedentedly high in all walks of life.But China's higher education level has not kept up with the pace of social development because of funds and other problems.How to open up new financing channels and solve the problem of insufficient funds for higher education has become a very important task.PPP(Public-Private Partnership)model is a new mode of cooperation between government and social capital.It is mainly a kind of project financing mode in public infrastructure.Under this mode,we encourage private enterprises and private capital to cooperate with the government to participate in the construction of public infrastructure,by designing reasonable trading structure,so as to realize interest sharing and risk sharing.This paper aims at analyzing the related data of research on existing PPP model in the field of education and practical experience to understand the present situation of higher education at home and abroad.Refering to the research results and practical experience of PPP model,this paper analyzed the practical problems that may be encountered in the application of PPP mode in the field of higher education in China,taking investment and financing mode as the main research direction,and put forward the strategies to achieve PPP mode according to the actual situation of higher education in China.Finally combined with the actual project "University for Science and Technology Sichuan Dingli Institute",This paper analyzed the cooperation model between the government and the social capital,and made it clear of the relationship between the stakeholders in the cooperation.With the successful cooperation model as the background,this paper further found the way of capital allocation suitable for higher education in China witch could promote the development of higher education.The following conclusions were drawn:(1)China's higher education has been unable to support its development needs,only by national financial appropriations.Colleges and universities in China have the special properties-quasi public products,between public products and non public products,which provides the possibility for the introduction of PPP model in the field of higher education.Our country could solve the problem of education funds through the PPP project of higher education.(2)According to the actual situation of China,this paper analyzed several models of PPP projects in Higher Education in China.From three aspects of national policy system,university business level and PPP project,the paper analyzed the possible problems in the operation of PPP projects in Higher Education,and gave corresponding solutions.(3)Based on the actual case of Dingli college,University for Science and Technology Sichuan,the author analyzed the specific problems encountered by University,government and private capital in project cooperation,through actual participation in the project operation,and found out the corresponding strategies.This paper validated the feasibility of the PPP project in higher education and provided a new possibility for the development of higher education in China.
