As the backbone of personnel training and scientific research in higher education,teaching and research university has long existed the phenomenon of "scientific research is the first priority,teaching is the last" in management.So the government,universities,social markets and other teachers take teachers achievements in scientific research as the most important figure in teacher management.Changing this phenomenon should not only rely on teachers to respect professional ethics,but also need to adjust teachers' benefits of income in all aspects and design a reasonable incentive mechanism.Therefore,it is of great theoretical significance to analyze the causes of this phenomenon and establish the incentive mechanism of teachers' behavior incentive according to the corresponding theories.Based on the method of documentary,case study and evolutionary game theory and multitask agent model and other related theories,combined with teachers teaching and research status in teaching and research university,this paper studies the causes of this phenomenon and the evolution of different groups among teachers,and construct the teaching incentive mechanism of teaching and research university teachers based on the multitask principal-agent theory.The main research contents are as follows:First of all,the connotation of teaching and research university and the task of teaching and scientific research are briefly expounded.The attitudes of the management and the supervisor to the teaching and research are analyzed from the aspects of government,social market and universities.Taking Shihezi University as a case,emphatically and contrastively analyzes the requirements of teaching and scientific research which includes teacher's annual assessment,allowance issue and title assessment,to explore the reason why teachers focus on research and ignore teaching.Secondly,the evolutionary game theory is briefly described,and theory is also used to construct and analyze the game relationship among different teacher groups.This paper focuses on the external incentive of teachers and their influence on the choice of teachers' strategies in various situations,and finds out the local progressive stability points which accord with the proportion of teaching and research teachers and research teachers in teaching and research universities,and Stability points should meet the necessary conditions.Finally,the principal-agent theory is briefly introduced,and the multitask principal-agent theory is used to establish the incentive-compatible model of teachers in the process of fulfilling the contract,and the relationship between the degree of teachers' efforts and university incentives is obtained.It is of great significance to design the incentive and restraint contract and improve the teachers' efforts in teaching and research.The above studies show that the proportion of teaching teachers and scientific research teachers in teaching and research universities depends on the income of teachers in various situations,which is influenced by government,society and market,colleges and universities themselves,as well as the situation and the university's incentive to the teacher.The optimal effort level of teachers in teaching and research tasks is determined by the relative importance of teaching and research and the relative marginal cost change rate of the two,and is positively correlated with the comprehensive technical level,which is negatively correlated with the marginal cost of each task.In the case of other conditions,at the extreme point,the sum of the marginal cost of change in teaching and research leads to higher optimal incentive intensity;when a task is of relatively high importance and the teacher's cost is low,the university should choose a higher optimal incentive coefficient,and the strong incentive will encourage the teacher to pay more effort to complete the more important task at a lower cost,resulting a higher output.
