With the development of technology and society, there are various of advanced networks and information technology in colleges and universities. It will be efficient teaching resources reorganization which makes it more practical and flexible. In the development of various high-quality educational resources, higher education resources could promote information technology in order to better improve the quality of services for students by sharing mechanism, but also implement an effective way to reform in colleges and universities.Based on the above background, this research studied relevant theory and teaching modes home and abroad in-depth. It focused on the definition and meaning of blended learning, and to design the framework of the process of teaching. It designed blended learning model to develop a mixed-mode teaching workflow. Then do further research on some key technologies, such as hybrid learning model and the traditional teaching model to define the roles of teachers and students to analyze, evaluate system design and other aspects of the key research. Combination of computer science background, this paper developed 《Multimedia Technology and Application》 online learning platform. The platform was the practice of teaching information technology integration and depth of thought, elaboration of the content of the curriculum, schedule, assessment criteria and evaluation criteria, to optimize the teaching staff, teaching resources, flexible and efficient application of computer networks and other information technology.In this paper, it promoted mutual integration of teaching by means of information and teaching various aspects of the various elements, the open sharing of resources would promote quality education in universities to promote student training mode reform, to achieve the ultimate goal of improving the quality of students.
