Study On The Management Of University Research Funds

With the development of science and technology, the higher education system with the core of the research university, is increasingly becoming dynamical source of the social development and technological progress. Our government is also paying more and more attention to research career of universities, with a lot of research funds investing to them. With the increasing of funds investment, the issue of research funds is gaining more and more society concerns. And the problems also arise. How to distribute the funds fairly, and how to use them reasonably and effectively, and how to evaluate the effectiveness of them, all of them are problems that waiting to be solved.Since2005, the State Council issued "Long-term Science and Technology Development Plan", China had begun to increase research funds, and at the same time, strengthen the effort to manage the expenses of them. Although the relevant departments of universities have specific management towards research funds, and the contents of it are clear and complete, the vast majority are only strictly implementing the relevant provisions of the Ministry of Education and Ministry of Finance. Due to the flexibility of research funds, such supervision is far from enough for the status quo of university research funds. Many practical issues have not been resolved, such as the abuse of research funds, embezzlement, low output, and so on. In October2012, the Chinese Ministry of Finance and Ministry of Science issued "On the adjustment of national science and technology plan and certain provisions of the non-profit industry research special funds management approach", of which the core content is enhancing budgeting, rigorous assessment review, and handing in the surplus funds. In reality, a lot of research funds are put into researchers’own pockets. But in our current research system, such result is inevitable of this kind of loss. The only way to solve the problems of university research funds lies in using management mode abroad, setting norms, and unified management approach. This paper is divided into seven chapters. The main ideas of each chapter are as follow:The first chapter is the introduction. It introduces the background and significance of the research funding and management of major research ideas and frameworks, and generally describes the study of hairs.The second chapter tells of a literature review. It starts from the domestic and international researching documents, using some views of scholars for research funding management.The third chapter is the theoretical basis of research management. Respectively, it introduces the theoretical basis for the use of research funds management, describing a variety of relevant specific methods. It includes of budget management theory, performance evaluation theory.The fourth chapter is primarily concerned with investment and allocation of research funds. Firstly, it analyses the change of researching finance environment from national investment of technology. And then, it discuss the re-investigate into university research funds. Through the study of foreign research funding allocation model, this chapter gives a few suggestions of improving our distribution system.The fifth chapter is examples of the analysis of university research funds. Through the analysis of "A" university research funds, the overall research projects including schools, longitudinal research projects, funding research projects laterally usage, pointing out its problems.Chapter VI is analysis of the management of university research funds. By analyzing the specific issues of last chapter of "A" university research management funds, it teases out the management status of university research funds, starting from the role of the various functional departments of universities, through specific description of research funds budget management, reveals the management problems of Chinese universities from macro and micro.Chapter VII is about countermeasures of university research funds management. This is the final chapter of this paper. From the above information of each chapter, it summarizes related countermeasures of our research funds, including, improving scientific understanding, strict internal control and strengthen auditing and supervision, the establishment of effective assessment, implementation of performance management, content and improve the system of accountability of these six parts.This paper’s main contributions and disadvantages:This paper uses a method of combination of theoretical analysis and cases, with the actual operation, analyzing the management of "A" university for research funds, exposing the existing specific issues of university research funds management. And then it uses the method from point to face, exposing the specific problems of management of university research funds. It strive to establish a set to follow strict scientific management system and standardized control system, and increase the transparency of research funds, in order to make the funds allocation process more transparent, more open, and establish a fair and equitable allocation operational mechanisms. This paper explores the issues involving many subjects. And the establishment of a useful and scientific index system requires skilled knowledge of econometrics, and proficiency in analysis and information on economics is also need to master. Due to the author’s limitations of knowledge, there is no too much analysis of the statistical aspects.
