In this paper, theoretical research andcase study approach combining research, supporting the theory from the perspectiveof the study, found the necessity and feasibility study of internal control of universityresearch funds, the basic theory of internal control analysis describes the status ofinternal controls and university research funding problems, research funding internaldesign colleges control optimization program, and with actual cases as the basis forcase application testing, in order to standardize the management university researchfunding, prevention of criminal cases happen, improve the efficiency of universityresearch funding to promote research career college comprehensive development.Domestic university research management is generally the responsibility of theResearch Department and the Treasury two departments responsible for research andresearch management, the Treasury is responsible for managing research funding, thelack of unity among themselves, Research Department is only responsible for projectreporting, approval and achieve results, do not care about the use of research fundingand efficiency; Finance is only responsible for providing research funding, but askedthe results of the project in addition to a small amount of extracted management fees,research funds are rarely rigorous costing and tracking supervision, nor pay attentionto actually get how much economic benefit; while project leaders often lack ofmanagement policy research funding awareness that research funding should go toresearch group at all, so a lot of problems arising. In view of this situation, werecommend the establishment of a specialized agency in the university research management committee, the agency does not need to be a real sector, the mainfunction is to carry out a full range of monitoring the progress of scientific research,not only supervise the progress of scientific research, but also oversight managementand use of research funds. Because the sector is non-real sector, temporary personnelare also deployed in the Treasury, Department of Scientific Research, it is feasible.Universities unified command in research management committee, to carry outresearch activities under the deployment, can solve research at the lack ofcommunication between the Treasury and the issue among the project team, managedisjointed problem.
