China's compulsory education is the whole basis of the national education system. We can't build a high level of education of high quality and efficient development without compulsory education foundation. Compulsory education in China is implementing the scientific development concept in building a socialist harmonious society and building an innovative country, building a comprehensive well-off society in the cornerstone of the goal.China has always attached importance to the development of education, but still the weakest link is compulsory, especially compulsory education in rural areas, the education gap between urban and rural areas where the problems are more prominent. Although from the beginning of the 1990s, the state noted that China's compulsory education for rural compulsory education is a weak link, introduced a number of policies to increase investment in compulsory education in rural areas support the development of compulsory education in rural areas but also many of the less than satisfactory , And urban education gap is also evident.Balance urban and rural economic and social development is an important strategy of our country. Urban and rural economic and social development, efforts to eliminate the need to prevent the coordinated development of urban and rural areas of the institutional obstacles to eliminate the institutional obstacles to a large extent, promote the development of compulsory education in rural areas, narrowing the gap between urban and rural compulsory education. To achieve a balanced development of urban and rural, the key lies in overall planning, to achieve integration of urban and rural education.Chengdu in Sichuan Province started the introduction of urban and rural integration strategy in October 2003. In June 2007, Chengdu has been approved by the National Development and Reform Commission to set up the national urban and rural comprehensive reform pilot area. Since 2003, Chengdu launched a series of important measures and achieved a series of important results in the integration of urban and rural, urban and rural development. Over the past five years, Chengdu has been a greater development of compulsory education, the gap between urban and rural areas has been greatly improved. Chengdu has achieved s series of experience in the development of compulsory education which we should study, sum up and diffusionThis paper first reviewed the most recent changes in the history of the development of compulsory education. Then summed up the main performance of China's compulsory education gap between urban and rural areas from the universal level, schools, education funding, teacher structure, the results of development and so on. And then analyzed the reasons for the gap between urban and rural compulsory education, for the fourth chapter lay the foundation for policy recommendations.In the second part, I recalled the process of planning urban and rural development in Chengdu. Listed a series of policies and measures about how did Chengdu narrow the education gap between urban and rural. Finally, showed results Chengdu have obtained by a series of chats about co-ordinate the development of education in urban and rural areas.At last, put forward policy recommendations on how to co-ordinate the development of compulsory education in urban and rural areas, how to narrow the gap between urban and rural compulsory education against the background of co-ordinating the development of in urban and rural areas. These proposals are based on the theory of public finance and public choice theory, the reasons for the gap between urban and rural compulsory education, the experience of Chengdu on to co-ordinate the development of urban and rural compulsory education. These proposals include breaking the urban-rural dual structure, strengthening the management of compulsory education, increasing public expenditure on compulsory education finance and so on.Because of the limitation of my capacity, some shortcomings could not be avoided absolutely.
