Compulsory education is a kind of national will and government responsibility. It is thesubject of education, the main trunk of school. Compulsory education is related to the stabilityof the state and the happiness of thousands of families. Compulsory education is priority toother levels of education, therefore, promoting the balance of Compulsory education is theurgent priority of all kinds of education.Coordinating the economic and social development in urban and rural areas, is a majorinitiative of Communist Party on the basis of practice of building a moderately prosperoussociety and dealing with urban-rural relations. Under the guidance of this line of thought,Communist Party will closely contact urban and rural areas, promote the integration of socialand economic development between urban and rural areas. The release of “National Long-termEducational Reform and Development Plan (2010-2020)” outlines an education blueprint in adecade for us. In the Plan, it claims us to promote the balanced development of compulsoryeducation, to make efforts to narrow the gap between urban and rural areas, to establishurban-rural education development system, to give privileges to rural areas in financialallocation, school construction and teacher resource allocation. Therefore, we can achievebalanced development in counties firstly and advance it in wider range gradually.Compared with urban compulsory, rural compulsory education has some features thatinclude weak foundation, heavy and difficult task. So, rural compulsory education is theemphasis and difficulty of compulsory education. In the current, the implementation of ruralcompulsory education is facing a grim situation and serious difficulties as lack of funds; thequality of education is difficult to guarantee; quantity of teacher is insufficient and quality isweak; curricula of primary and secondary school are less than perfect; dropout problem is stillvery serious; education of rural children left behind and migrant children is urgent to be solved.If this situation is not promptly changed, the gap between urban and rural will continue towiden. As a result, it is more difficult to achieve the balanced development of urban and ruraleducation. Even it will affect the spread and improvement of education, and affect social justiceand stability. At last, it will affect the healthy development of modernization.According to the claim of coordinating the economic and social development in urban and rural areas of our country, this paper analyzed the difficulties and problems encountered in thedevelopment of compulsory education in rural areas, and explored its causes, proposed somecountermeasures and proposals about how to narrow the gap between urban and ruralcompulsory education in the context of coordination development of urban and rural; how toimprove the status of compulsory education in rural areas; how to accelerate the development ofcompulsory education in rural areas.
