Ankang is an underdeveloped area whose major population is agricultural population.Ankang lacks agricultural natural resources and advanced agricultural production techniques.Local talents development plays an important role in rural surplus labor transfer, ruralurbanization, agricultural modernization and industrialization. Therefore, this paper focuseson the local talents development issues in Ankang.Based on agricultural economics and human resource development theory, this paperanalyzes the current situation, problems and their causes in Ankang local talents developmentthrough a combination of normative and empirical analysis. This paper also predicts thedemand and supply in Ankang local talents and then puts forward countermeasures andsuggestions for Ankang local talents development.This paper argues that the main problems for Ankang local talents development aredisproportionally distribution of local talents, irrational structure of age and rank, poor ruraleducation and training. Consequently, these problems result in poor overall quality of localtalents, bad development environment and less effective service of local talents. Main reasonsfor these problems are poor education and training, misunderstanding of local talentsdevelopment, inadequate investment and lag measures.Accordingly, this paper puts forward countermeasures and suggestions to improve Ankanglocal talents development from the aspects of improving training mechanism, evaluationmechanism, assignment mechanism, protection mechanism.This paper has a certain reference value for accelerating Ankang local talentsdevelopment, improving the quantity and quality of local talents, and promoting social andeconomic development of Ankang and other underdeveloped areas.
