Research On The Development Strategy Of Local Industry-based Characteristic Universities From The Perspective Of Strategy Management

Local industry-based characteristic universities are a kind of universities with unique characteristic and advantages.They are an indispensable,irreplaceable and important part of the higher education system with Chinese characteristics.The development of their connotation and the improvement of their quality are related to the process of constructing China as a country strong in education and therefore deserve special attention.After the reform of higher education management system in 1990 s,the regional industry-based characteristic universities broke away from the industry management departments and started to be managed by local government.Faced with the new development environment,the local industry-based characteristic universities have begun to re-position their strategic development,bringing about,however,some problems,such as positioning deviation and dissociation,which manifest as "de-professionalization" and "integration" due to the unclear strategic positioning.At the present stage,the economic and social development of China and the development of higher education are faced with new tasks.Local industry-based universities once again have started to explore new development paths,manifested mainly as "re-professionalization".This thesis first reviews the literature on status quo concerning the development of regional industry-based characteristic universities,the existing problems thereof and their development trend.Then it selects a local industry-based characteristic university,inducing,via analyzing the documents of its strategic plans,its achievements that are achieved by implementing a series of development strategies and abstracting the features and experiences of its strategic planning.On this basis,this thesis points out finally the problems to be taken into account in formulating development strategies of local industry-based characteristic universities in the current new era.This article holds that attention should be attached to issues in four respects when local industry-based characteristic universities formulate development strategies.Firstly,the influence of external environment on universities deserves attention.Secondly,universities should orientate themselves scientifically and reasonably and attach attention to the orientation of talent cultivation,discipline and social service.Thirdly,in terms of strategic measures,universities need to build up a new system for talent cultivation,strengthen research and discipline construction,and cultivate the core competitiveness centered on the improvement of their academic level.In the process of providing further service for industries and expanding regional service,the strategic objectives and measures should represent the features of those universities.Finally,special attention should be paid to and focus on characteristic development.Finally,it's needed to pay attention to the dynamic adjustment of the strategies during the process of implementation and to the perfecting university systems to satisfy the needs for their strategic development.
