At present, in order to let the students obtain the two different language ability in learning course, all colleges and universities to carry out bilingual teaching enthusiasm is growing. However, the lack of effective evaluation system in the process and effect of bilingual teaching in the university, leads to a serious gap between bilingual teaching situation and goal of most of the domestic universities. It is very important to make the evaluation results have a good role in promoting bilingual teaching follow-up. Taking effective quantitative evaluation and qualitative evaluation of a combination of ways is proposed through research to improve the bilingual teaching evaluation system.Because using the qualitative evaluation method, universities are often ready to accept either course evaluation results. Based on the fuzzy comprehensive evaluation method of fuzzy mathematics, conducts the deep research on the fuzzy comprehensive evaluation of bilingual education evaluation system algorithm. Choosing the basic principle and key factors of fuzzy comprehensive evaluation method as the foundation, which combines fuzzy comprehensive evaluation method and evaluation of teaching, carries on the construction of the main factors, the index, reviews, weight, membership function, evaluation of teaching evaluation process consists of system. Implementation evaluation system for fuzzy comprehensive evaluation system in bilingual teaching evaluation algorithm applied in bedding price, which further based on the fuzzy comprehensive evaluation method, selects the SG University as a case, the quantitative evaluation of construction algorithm and qualitative comprehensive suitable for computer application system, verified the application effect in bilingual evaluation system of the fuzzy comprehensive evaluation method. Finally, the fuzzy comprehensive evaluation algorithm which based on bilingual teaching, evaluation of the algorithm is designed and implemented.By analyzing the specific evaluation results of the before and after the two year in SG University which improves bilingual teaching strategies, it obtains the fuzzy comprehensive evaluation valid. On one hand, by the promotion of effective utilization system of bilingual teaching in Colleges and universities, it can be achieved resources in an integrated way to enhance the level and efficiency of teaching evaluation. On the other hand, it continuously optimizes the bilingual teaching in Colleges and universities, and continues to promote such teaching plays an important role in the rapid and healthy development.
