The Study Of Promoting Higher Vocational Education Development For Local Government

Higher Vocational Education is an essential part in China education system. It mainly provides the necessary technical talents for production and management. It plays an important role in pushing the development of social economy. The relationship between higher vocational education and regional economy is mutual promotion. The Higher Vocational Education offers the technical talents required by local economy; while the development of local economy offers the great push to the development of Higher Vocational Education. Among all the influential factors, the function of local government can not be compared. Therefore, we must study the function of local government in pushing the development of Higher Vocational Education.The Higher Vocational Education in S city starts early and has achieved good progress after years’development. It offers the required human resources and forms the Vocational Education System of S characteristics. The local government of S city also has achieved certain results and rich experiences. The research is based on the modernization theory, human capital theory and theory of economics education. By using historical research method, comparative research method and literature research method, the thesis reviews the development of S city Higher Vocational Education, and concludes the distinguishing features of S city Higher Vocational Education:starting early and wide coverage; platform construction and resources sharing; the initial formation of S city characteristics of Higher Vocational Education system; proving a huge thrust for local economic development; developing innovatively of vocational colleges operating mechanism. The thesis also points out the problems of imperfect policies in school-enterprise cooperation, not achieving dynamic docking in professional settlings, low proportion of Double-qualified teachers and not keeping up with local economic demands in training level in the development of S city Higher Vocational Education. The thesis analyzes the reasons for all the problems from ideological, policies and overall planning aspects. It also takes reference to the successful experience of foreign local government in pushing Higher Vocational Education development. Based on these, the strategies of Higher Vocational Education development in S city are given from the government’s point of view:establishing the correct guiding ideology; keep increasing investment; establishing and improving relevant laws and policies; increasing the overall planning-efforts.
