In economy and society under the influence of the accelerating pace ofglobalization, more and more foreign culture into people’s life. However, traditionalliving environment and cultural atmosphere have been influenced greatly, andfigures of local culture have been increasingly diluted. This phenomenon hasaroused the concern of all walks of life, while scholars believe the local culturerepresents the endless cultural spirit of the Chinese nation. Therefore, the fulldevelopment and utilization of local culture is conducive to the inheritance andexchange of the Chinese culture. Learning fine arts is also a learning of a culture,with students can participate in the inheritance and exchange of the culture throughlearning fine arts. In the New Curriculum Standard, many suggestions have been putforward especially for the development and utilization of curriculum resources, andimportance have been attached to the development and utilization of culturalresources in all local districts. Thus, it is of particular importance to develop and uselocal cultural resources on fine arts classes.This study, by taking upper primary students (9-11years’ old children) as theresearch samples, researches the topic of the development and utilization of localcultural resources in fine arts classes of upper grades in primary schools in XiangtanCity through the approaches of interviews, questionnaires and teaching practice.This study hopes it can help to guide more students and teachers with in-depthunderstandings of local cultural resources in Xiangtan City, and makes contributionsto the development and inheritance of local culture in Xiangtan City.
