The secondary vocational school is a cradle to cultivate high-quality skilledtalents for the country, but the situation is not optimistic about the secondaryvocational education at present, and there are many problems. Therefore, we need ascientific and reasonable evaluation system to lead and motivate secondary vocationalschool head teachers in charge of the work and to meet the demand of the cultivationof secondary vocational students, taking the students’ upgrowth and head teachers’happiness as the goal. However, the traditional evaluation system for the secondaryvocational head teachers’ work has the following problems:(1) the lack of scientificevaluation;(2) result-oriented evaluation with the ignorance of the process;(3) thelack of objectivity;(4) the ignorance of the self-evaluation;(5) one-sided pursuit ofquantitative evaluation;(6) the lack of developmental evaluation.The paper based on researches on the evaluation theories, with the combinationof the two evaluation systems for head teachers’ work in G middle school in Shanghaicity and a normal school in Anhui province, attempts to construct a scientific andreasonable evaluation system for head teachers’ work in secondary vocational schools.Firstly, the paper further confirms the purposes, the contents and the main bodies ofthe evaluation system. The purposes are to train and improve head teachers’ workingabilities. The evaluation contents cover the development, working effect and talent ofthe head teachers and the main evaluation bodies include the school, students, parents,and peer teachers. Secondly, it improves and optimizes the process and methods of thesystem. The research on the system in this paper comprehensively employs severalevaluation methods such as observation method, questionnaire method, datacollection method and level evaluation method. Thirdly, the paper sets up a scientificand reasonable structure model for this system. It includes six main sections: termcomprehensive evaluation, parents’ evaluation, students’ evaluation, peers’ evaluation,head teachers’ self-evaluation, head teachers’ characteristic management. At last,according to the structure model, the paper improves and optimizes the evaluationsystem, and builds the multiple subject evaluation table and the related rule detailswith the instruction of the application and the guarantee for the evaluation.
