Research On The Emergency Management Of China University Of Petroleum (East China)

With the rapid development of society and the deepening of the reform, colleges anduniversities, as an important integral part of the society, are in a diversified society, faced withincreasingly complex internal and external environment. At the same time, colleges anduniversities are the place full of highly intensive staff and lots of talents, where theemergencies often occur with the trend of gradual increase. The emergencies not only threatenthe college normal teaching, management, the health of teachers and students, but alsodamage the image and reputation of the university. Therefore, how to strengthen emergencymanagement in the college has caused the education sector and the community attaching greatimportance to the topic.The article focuses on emergency management work of China University of Petroleum(East China). Based on early research in academia, the paper first defines the concepts andclassification of emergencies in university. By using crisis theory, crisis management and thelife cycle theory as a guide, the article studies the characteristics of school emergencies inChina University of Petroleum (East China), the occurrence situation of emergency and thepresent situation of emergency management work. By learning from the advanced experienceof foreign universities on emergency management and their effective system, the articleestablishes emergency management system for China University of Petroleum (East China).The emergency management system consists of the three operational mechanism-"earlywarning, emergency response, recovering” and three supporting system-“organization,information management, rules and regulations ". Combined with inadequacies in theemergency management work of the China University of Petroleum (East China), the papertries to propose some suggestions on the construction of the emergency management system.Through the analysis, it can be found that emergency management is really an importantpart of the management of University of Petroleum (East China). To strengthen thecomprehensive management of campus, the university should attach high attention toimproving sense of crisis and emergency response capacity of the teachers and students,developing the operability of the emergency plan, building unimpeded information and communication channels, and setting up a emergency management team, to improve theemergency management capability.
