Reform and development of colleges and universities follow the National TwelfthFive-Year Education Development Planning, it needs to build high-quality,professional, systematic and efficient management team. University managementpersonnel performance evaluation is an important basis for caring out rewards andpunishments, training, and adjusting position, salary levels. Scientific performanceassessment methods are important for improving university management performancesystem. However, in our country, the university management personnel performanceevaluation system of construction is still in exploratory stage, in affirming ourachievements, we also clearly recognize the problems. For lack attention of universitymanagement personnel performance evaluation; ignoring cultural background inuniversity management personnel evaluation, and mechanically; performanceassessment indicators are too general, lack of pertinence, too much emphasis onqualitative assessment, quantitative assessment be ignored; effective communicationand feedback mechanisms is difficult to guarantee, they all influence effectiveness ofthe performance evaluation. Based on this, try to make use of360-degree feedbackmethod to university management personnel performance evaluation,which combinewith particularity of our universities, in order to overcome shortcomings.The360-degree feedback method is an exotic which is wide acclaim in theenterprise, but how to apply in universities? Firstly, some theories which includingperformance,360-degree feedback method and university administrators to be simplyexpounded from theoretical level, and dialyzing feasibility of applying360-degreefeedback method in university management in harmony with both naturally, focusing on construct index model of university management personnel performanceevaluation. Then,using SPSS software to calculate indicators and their weights toensure quantified performance evaluation can be achieved. Finally, analyzing mayexisted issues and proposing a solution approach when applied360-degree feedbackmethod to university management.Based on analysis of survey results, combined with characteristics of universities,abandon shortcomings of traditional performance appraisal which lack of quantitativeanalysis, this paper innovatively introduce360-degree feedback method to humanresource management of universities, it forming a evaluation model with evaluatesubject diversify, increasing accuracy of evaluation results; it’s use of questionnairesand combing factor analysis of university management personnel performanceevaluation index system for design and weight distribution, finally, adopting reliabilityand validity test to ensure evaluation results real and effective. Encouraging universitymanagement staff’s working motivation through a new evaluation method, enhancingcompetitiveness of universities to achieve sustainable development of universities’strategic objectives.
