In the background of the economic era,human factors slowly become an important part of the enterprise to achieve the established goals.With the carry out of economic requirements in the whole society,colleges and universities have joined the pace changed from the personnel management to human resources management.University personnel management is not like the case of enterprises,and carrying out human resources management will encounter layers of obstacles from many aspects,such as geographical factors that university personnel change speed in western regions significantly lagged behind the coastal or developed areas,as well as the backward management means;such as the reform determination that some colleges and universities,especially the large and long history key colleges and universities,appeared to be more determined than the ordinary universities on the issue of personnel changes.Due to various factors,the reform of personnel in ordinary colleges and universities is not very smooth,especially in some underdeveloped areas and some newly established undergraduate colleges.The implementation of performance pay is the efforts of university in order to adapt to the economic and social environment,so whether this work can be carried out smoothly depends on scientific evaluation methods and indicators.Through the study,it is found that the current staff performance management is still in the initial stage,and there is no big difference in the department assessment.The assessment of university logistics staff is basically a reference to the school teaching staff assessment indicators,and it does not make a full range of assessment studies according to the characteristics of university logistics staff.Qinzhou University is a local new undergraduate college,and at the same time in its overall transformation period,its logistics staff performance management have undeniable similarity compared with other ordinary colleges and universities in the country.This paper focuses on the research of the performance evaluation methods of the logistics staff in the background of the logistics socialization transformation.Based on the investigation,this paper takes the 360-degree assessment theory as the guide to design the performance evaluation method from various perspectives such as management departments,employees,colleagues,customers(students).At last,it aims to put forward the suggestions on how to improve the evaluation and management of the logistic performance of colleges and universities in the rapid development stage of our country,and provide reference for improving the evaluation methods of logistics service personnel in colleges and universities.This paper starts from the requirements of university logistics management given under the new situation of market economy,and makes use of the network data,the literature materials,the field investigation,other methods as well as analyze and compare all the collected data to design the management mode of the logistics service personnel.In the first part of thesis,the author introduces the social background of the logistics service performance,the main content and the national policy.And then it summarizes main research methods,realistic guidance and innovation points.In the first part of the thesis,the author the achievements and shortcomings of domestic and foreign scholars in performance management and personnel evaluation by introducing domestic and foreign scholars' research on personnel management,personnel assessment and assessment methods.The second part of the paper is about the theoretical concepts of performance evaluation,and the 360-degree full angle assessment method.The third part mainly demonstrates the outstanding achievements in performance management and logistics staff management among domestic and foreign institutions,and elaborates these management experiences which can be learn from.In the fourth part,the paper makes a case study of the school logistics personnel management by analyzing the current situation,the evaluation index and the evaluation method,and comparing the existing performance management system to find out the improper problems of the existing evaluation methods.By comparing the management methods of the advanced institutions at home and abroad,and combined with the requirements of 360-degree evaluation methods,it comes up with problems and corresponding causes of evaluation methods in the case institution.Finally,combined with the 360-degree performance evaluation method,it puts forward the feasible and optimized means in regular performance method and evaluation indexes.And it will discuss the optimization scheme of communication and coordination work as far as possible.Performance evaluation work is constantly changing,and can be optimized continuously.It will experience from bad or bad,and it is possible to change with the pass of time,with the management level,with the assessment recognition.The logistics staff performance evaluation work in China's ordinary colleges and universities needs to take step by step.
