In recent years, the great change occurred in the demand for commercial street,because of the promotion of the consumer purchasing power and the freedom ofdisposable time with the acceleration of the urbanization process in China. In the past,we have the shopping needs about business street, while we develop to themulti-dimensional and three-dimensional needs that set of shopping, dining, recreationand entertainment. In china, a wave has taken place that creates or transformscommercial street and a lot of regions invested heavily to build the commercial street,that not only providing shopping、entertainment destination for local residents, but alsoproviding a new urban tourism attraction for external tourists. However, thedevelopment of the commercial street is showing a similar trend under the backgroundof the development of the characteristic commercial street.So it is an essential issue tobuild a set of evaluation index system on commercial street to test the effectiveness forits development.The West Street is one of the oldest shopping street in Xi’an. It has excellentcultural resources and profound historical precipitation, which is part of the corebusiness district of bell tower. Since2001, large-scale transformation of West Streetwas invested by Xi’an government and Lianhu district government. However, theexpected target of “king street” is not be achieved after transforming. Therefore, it isurgent and necessary about theoretical and practical study of development of WestStreetFirstly, the paper introduces the evolution and actuality of West Street and conductsthe qualitative analysis of the development of West Street by SWOT. It points out thatshould be the path of combining business, tourism and culture in the future for West Street. Secondly, analysis the multi-dimensional correlation between featuredcommercial street and multi-disciplinary theory. Afterwards, we build evaluation modelof featured commercial street by using analytic hierarchy process (AHP) from fiveaspects: cultural system, business system, management system, environment system,transport system. In the end, we calculated the development situation of West Street byfuzzy comprehensive by the quantitative analysis for it. The results show that thecultural system is qualified; the business system is unqualified; the management systemis unqualified; the environmental system is medium; the transportation system ismedium. The results show that the West Street is qualified. However, the West Street didnot play its proper potential compared with its huge investment. Therefore, the paperanalysis the existing problems in the development of the West Street: the culturalconnotation should be explored, the business benefit is poor, the efficiency ofmanagement is low, the environmental system needs to improve, the transportationsystem is underdeveloped. At last, we make countermeasures and suggestions from fiveaspects in order to stimulate the development of The West Street.
