China will step into an irreversible aging population society in the 21 st century, which will also bring about some comprehensive, profound and lasting risks as well as challenges to the whole country in politics, economy?social culture and stability, etc. Based on this, the Eighteenth National Congress of the Communist Party has proposed an active strategic deployment to cope with the problem of the aging population and develop the aging programs as well as industries, and some relevant policies have been introduced.However,with the background of China’s growing old before growing wealthy,the construction of current social service system for the old in our country is still arduous: the old-age social security system including the endowment and medical insurance, still has many problems; the system of policy and law that closely related to the interests of the old is still not perfect; under the pressure of China’s vast numbers of the rapid growing aged population,the traditional family pension mode still accounts for a large proportion, by contrast, some other diversified?efficient modes e.g. community and institution supported pension have not got widespread Because of these series of problems, the solution to current residents’ personal pension issues in China is faced with severe challenges, and there is still a distance to truly achieve the social construction goal that is all the elderly are properly cared for, recreationally amused and got a happy terminal.The thesis consisting of six parts uses relevant concepts, researching theory as well as current situation of the aging population in China and its influence as the breakthrough point in theory, mainly analyzing some problems of our current imperfect social service system for the old from the social security system(mainly including the endowment and medical insurance),three mainstream endowment patterns, and incomplete the elderly-related laws or regulations. At the same time, based on the related census data of Xi’an, the thesis also studies the specific issues of aging population and relevant solutions in Xi’an as an example, combined with the introduction of the experience and significance of developed countries such as Singapore, Japan?Britain and America in solving the related problem. In the end, the thesis focuses on putting forward some targeted suggestions to deal with problems of the aging population in China.
