The rural compulsory education is an important part of our national education development, and with the development of rural compulsory education, such problems as there being a lack of teachers, their low quality and the unreasonable structure, have become the key to restricting the development of rural compulsory education. On account of the development of society and the continuous reform of the higher education in our country, the number of college students are increasing rapidly, the employment pressure of college students is also on the increase. n 2006, our country decided to carry out the plan of the special position in the rural compulsory education stage. The plan was carried out conscientiously, as a result, it attracted a large number of outstanding students to go to the countryside, which not only solves the employment difficulty of the graduates from colleges and universities, but also ensures the quality and quantity of rural teachers. Over recent years, the central and western regions have made great achievements. Then, since 2011 the government has decided to start "the special position PE teacher plan in rural compulsory education in Liaoning Province ". With the implementation of the plan, these PE teachers have become a facilitator and execution in rural primary and secondary schools, who promote the development of physical education in rural primary and secondary schools.Physical education of rural primary and middle schools is a major focus of physical education in Donggang. Therefore, the investigation and analysis on the current situation of special position PE teachers in Donggang, is a prerequisite for promoting physical education in rural primary and secondary schools, which is important and meaningful for the realization of equality of physical education in rural primary and middle schools. This study shows the current situation of the special position PE teachers in Donggang through interviews and a large number of literature data. The survey found that although the implementation of the plan ease the shortage of PE teachers in rural areas, but, at the same time, there also appeared a lot of problems in the process of implementation of the plan. Such as, the poor living conditions of the PE teachers, their low salary, as well as the limitation of their training and scientific research ability. These problems keep lots of sports teachers away. What’s more, that some teachers do not take the teaching plans seriously and take an active part in teaching.Some school seldom organizes various sports activities is also a common problem. Aiming at solving the existing problems, the author puts forward the countermeasures to develop and strengthen the training, attract the attention of relevant departments in Donggang on teacher’s wage standards, improve teacher’s scientific research ability, consolidate the construction stability, create good classroom atmosphere, perfect teacher’s professional knowledge, get school leaders to attach importance to strengthen the extracurricular sports activities on campus, which provides basis and reference for the construction of special position PE teachers in Donggang.
